Well, not THE Ringworld, but a ring-shaped colony along the lines of the ones that Gerard K. O'Neil and others have designed. This does seem similar to one that Larry Niven described in his non-fiction essay "Bigger Than Worlds". See Benford/Zebrowski's "Skylife" for a relatively recent reprinting of that essay (and a whole lot of other good stuff).
