I'd say Torchwood got lambasted because they extracted anything whimsical and charming about Capt. Jack, put the final defense of the Earth in the hands of a bunch of damaged, fragile people who veer towards self-destructive behavior, and repeatedly used to written-to-be-depressing plots to force contrived unhappy endings.
At no point did any of the characters rise to a challenge, or get past their own moping to do something proactive. The fairy story was just plain cruel, and had no place in the benevolent-in-the-end universe of Dr. Who. The cannibal story was simply offensive.
