Priest’s novel “Clementine” (published by a different publisher) featured Belle and Capt Croggan Hainey (whose ship was stolen at the end of “Boneshaker”, I believe). I recommend reading “Clementine” before this next book comes out. Belle is quite the character!

So was the protagonist a spy for the Union (as implied by the “Retired from spying on the Confederacy” statement), or for the Confederacy (as implied by the “for a man she spied against twenty years ago” phrase)?

Yes, there is that. I noticed with these pictured that there is a mixture of the U.S. and U.K. covers here (which surprisingly have more continuity than you usually see with books from each side of the pond).

Another fun cover in this entertaining series. I’m so glad they have maintained a design consistency throughout.
